Punjabi farmers began pouring into delhi on thursday in order to attend the "Kisan Mazdoor Mahapanchayat" at Ramlila Maidan. At a conference in chandigarh on february 22, the Samyukta Kisan Morcha (SKM), an umbrella organization of 37 farm unions, called for a "mahapanchayat." On march 11, the delhi police and municipal administration granted the gathering a certificate of no objection. Farmers are permitted to host "mahapanchayats" in Ramlila Maidan as long as they don't exceed 5,000 people in number and don't use tractor trolleys.

Officers from the delhi police Department stated that although they had urged SKM to cap the attendance at 5,000, they still anticipated over 15,000 persons. According to the SKM, about 30,000 farmers from punjab are anticipated to arrive in the nation's capital. Additionally, the police added that they have issued a traffic advice telling commuters to stay off of roads that lead into downtown Delhi. 

At the same time as the "mahapanchayat," other farmer unions operating under the banners of Kisan Mazdoor Morcha (KMM) and SKM (Non-Political), split off groups of the SKM, have been staging sit-ins at Shambhu and Khanauri on the Punjab-Haryana data-border for the past month following the security forces' interruption of their "Delhi Chalo" march. Legislation guaranteeing MSP for crops' legal status has been demanded by farmers. They also call for the remission of farm debts, pensions for farmers and agricultural workers, and the fulfillment of the MSP recommendations made by the swaminathan Commission.
