What is the impact of UCC on communal environment of Uttarakhand?
Reportedly there is one more very important thing. On Wednesday, february 7, the bill related to Uniform Civil Code (UCC) is passed by the uttarakhand Legislative assembly by voice vote and the very next day such a violent incident takes place in Haldwani. In the history of independent India, uttarakhand Legislative assembly has become the first Legislative assembly to pass the Uniform Civil Code Bill. Despite the objections of different organizations and the community, the bjp government of the state moves forward in the direction of making a law on UCC. Now after being passed by the Legislative assembly, this bill will be sent to the President through the Governor. It will be able to take the form of law only after the permission of the President.
Meanwhile efforts were going on for the last two years to create a political atmosphere regarding Uniform Civil Code in Uttarakhand. However, if the real objective of Uniform Civil Code is limited to a particular state, then it has no special meaning. In fact, the Uniform Civil Code truly talks about one kind of civil law for the entire country, and not about different laws for each state.
Moreover in Part 4 of our Constitution, Article 44, under the Directive Principles of State Policy, clearly states that "the State shall ensure the welfare of its citizens throughout the territory of India." Will try to get a uniform civil code for the country." This means that the same concept is expressed in the Constitution that there should be a uniform civil code for the country, and not separate civil codes for different states. If such an effort is made at the central level, then its implication is understandable, but at the state level such an exercise cannot be called anything more than political gain. Despite all the opposition, the government of uttarakhand brings UCC for the people of the state. Although the bill has just been passed, there is still time for it to become a law. But politically the atmosphere has already become one of party versus opposition. We all know the opposition to UCC from other organizations and the community as well as from a large section of the Muslim community.
