On 2 October, on the birth anniversary of mahatma gandhi, Jan Suraj officially converted into a party. At the Veterinary college Ground in Patna, Jan Suraj's architect and election strategist prashant kishor presented the first acting president of the party along with the five major provisions of the party's constitution before the people of bihar and the country. He told that the tenure of the president of Jan Suraj will be one year and that of the Leadership Council will be 2 years. He told that Jan Suraj will be the first party in the country to implement the 'Right to Recall'. The public will choose its candidate and the public will also have the right to remove them in the middle of the term.
Along with this, he made an important announcement and announced that Jan Suraj has applied to the election commission for its official flag, which will have a picture of mahatma gandhi as well as baba Saheb Ambedkar.

In his address, prashant kishor first put forward the five big promises of Jan Suraj to the people. First- To make bihar a land of knowledge again. To create a world-class education system for children in bihar again. Second- To provide employment to every youth in bihar itself so that migration from bihar can be stopped. Third- To arrange a pension of Rs 2,000 per month to every man and woman above the age of 60. Along with this, fourth- To provide capital to women for business on government guarantee at 4 percent annual interest and fifth- To make the farming in bihar profitable by supporting the farmers of Bihar.
