The government’s promise to implement the citizenship amendment act (CAA) is within the spirit of the Constitution, government sources have said. Giving details about the rules notified by the government on Monday, sources said: “Many misconceptions have been spread regarding the Citizenship Amendment Act. This is a law to give citizenship. caa will not take away citizenship of any indian citizen, irrespective of religion. This Act is only for those who have suffered persecution for years and have no other shelter in the world except India.”

They added: “The Constitution of india grants us the right to provide religious persecuted refugees with fundamental rights and to grant citizenship from a humanitarian perspective. The implementation of the citizenship amendment act was delayed due to the Covid-19 pandemic. But now we are implementing it.” The bjp government had said in its 2019 Lok Sabha election manifesto that we are “committed to enacting the Citizenship Amendment Bill for the protection of persecuted religious minorities from neighbouring countries”.

The Citizenship (Amendment) Act, 2019, seeks to grant indian citizenship to refugees who had sought shelter in india before december 31, 2014, due to religious persecution in three neighbouring countries Afghanistan, pakistan and Bangladesh. It applies to six minority communities Hindus, Sikhs, Buddhists, Jains, Parsis, and Christians.  A representative from the office of Principal Secretary (Home) or Additional Chief Secretary (Home) of the state government or Union Territory concerned; and a representative of jurisdictional Divisional Railway Manager of Railways will also be in the committee for UT and states.
