T Harish Rao, the health minister, claimed that the ethos of the congress was to make false promises, hand out cash bags, and incite racial tensions. On Saturday, he laid the cornerstone for the Padthanpalli Lift Irrigation Scheme and a 33/11 kV power substation in the hamlet of Donabanda in the hajipur mandal.
