Given that we have seen films like Mandaladeesudu in the past, it is likely in Congress's genetic makeup. All of them are political ploys. Such gimmicks are unnecessary when a state is competently administered. However, you try to use such propaganda films to manipulate public opinion if you are not sure that you will win.
