Refunds Stuck for 1.3 Lakh Taxpayers Due to Unlinked PAN–Aadhaar: Can You Still Link?

What Is the Issue?

In a recent update shared in Parliament, the government revealed that:

· Over 1.3 lakh taxpayers are unable to receive their income tax refunds

· Total refunds stuck: 340+ crore

· Reason: PAN has become inoperative due to not being linked with Aadhaar

👉 This is not due to errors or scrutiny—just a compliance issue.

Why Are Refunds Being Blocked?

1. PAN Becomes Inoperative

From January 1, 2026, PAN cards not linked with Aadhaar are marked inactive.

· Over 9.25 crore PANs have become inoperative

2. Law Requires Linking (Section 139AA)

As per tax rules:

· Your ITR may still be processed

· TDS credit may be given

· ❌ But refund is withheld until PAN becomes active again

👉 So even if everything else is correct, you won’t get your money.

Can You Still Link PAN with Aadhaar?

Yes, you can still link it—even now

But there’s a condition:

· You must pay a late fee of 1,000

· Then complete the linking process online

👉 Once linked, your PAN becomes operative again, and refunds can be released.

Step-by-Step: How to Link PAN with Aadhaar

1. Visit Income Tax Portal

Go to: https://www.incometax.gov.in

2. Pay Late Fee

· Use “e-Pay Tax” option

· Pay ₹1,000 penalty

3. Submit Linking Request

· Enter PAN and Aadhaar details

· Ensure name, DOB, gender match

4. OTP Verification

· Enter OTP sent to Aadhaar-linked mobile

5. Check Status

· You can verify if linking is successful online

What Happens After Linking?

Once your PAN becomes active again:

· Refund processing resumes

· Stuck refund is released (after processing)

· No need to file ITR again (if already filed correctly)
