What did Narendra Modi committee say on MSP?

Recently Modi government announced the award of Bharat Ratna to late agricultural scientist Dr. MS Swaminathan. He is considered the father of 'Green Revolution' in India. In 2004, the National Commission for Farmers (NCF) was formed under his chairmanship. The Commission presented five reports till 2006, in which suggestions were given to improve the agricultural system in India. However, the report has not been implemented since then. At that time there was manmohan Singh's government at the centre. These are known as swaminathan reports and there are often demands to implement these reports.

Meanwhile narendra modi, when he was the chief minister of Gujarat, had submitted a report regarding farmers to the manmohan singh government at the Center in 2011. The name of this report is 'Report of Working Group Consumer Affairs'. This report is still narendramodi.in. In fact, in 2010, a working group related to consumer matters was formed. Then narendra modi was the chairman of this committee. 20 types of recommendations were made in the report. A 64-point action plan was also given to implement these recommendations.

Moreover in the report, it was recommended to create an institution to purchase crops purchased at MSP. Because central institutions are not able to reach everywhere to purchase crops, it was said that the responsibility of purchasing crops should be given to the Civil Supply Corporation and cooperative institutions of the state. Apart from this, the Modi Committee report had recommended making the crime of hoarding non-bailable under Section 10-A of the Essential Commodities Act and setting up special courts for speedy justice under the ec Act. The Modi Committee report also recommends that the period of preventive detention under the PBM Act (commonly called Black Marketing Act) be increased from six months to one year.
