Who decides the security of VVIP?

VVIP security is decided by a joint committee of the Intelligence Bureau, home Secretary, and home Minister. Yes, sometimes security is provided even with the approval of the state government. There are four categories of VVIP security. These categories are X, Y, Z, and Z+. Z+ is a top-notch security system. Along with Z+, SPG security is also provided to the most prominent people of the country. Considered extremely expensive and accountable, SPG security was also available to sonia gandhi, rahul Gandhi, and priyanka gandhi till 2019, since then it protects only the Prime Minister.
