These cables are up to 15 feet long. In other words, these cables can rise to 5 feet from the ground in the water and keep the house floating without being swept away by the flood.
And the doors are designed to be watertight so that water does not enter the house and the house floats like a ship in flood waters. The cables act as anchors to keep the house in place without being swept away. When the flood water begins to recede, the house will go down along with the water.
