one-year restriction for obtaining a
No Objection Certificate (NOC) if you wanted to register your vehicle outside Delhi. This rule made it difficult for owners of older vehicles to transfer registration to another state.

Old Rule: vehicles could only be registered outside delhi
within one year of purchase, and NOC had to be obtained from delhi RTO within that period.·
New Rule (Effective from october 30, 2025): The
one-year limit has been removed.o Now, even
20-year-old vehicles can be registered outside delhi without restriction.o Vehicle owners no longer need to worry about the age of the car when applying for a
NOC to transfer registration.
