It imposed sanctions out of concern that such missiles would be developed. Among the Pakistani companies that the US has imposed sanctions on is the country's public sector National Development Complex (NDC). Akhtar Sons Private Limited, Affiliates International, and Rockside Enterprises are the other companies. Apart from NDC, three companies are based in Karachi.
