State, special status and historical background!!!

During this period, there was a lot of discussion on the demand for special status, some outside bihar and some inside Bihar. After the budget session, the central government has rejected this demand of bihar and the political parties of both the ruling party and the opposition have returned patting their own backs. It is being said in the budget that bihar and andhra pradesh got a lot, although Bihar's demand ofgranting special state status was not fulfilled. To understand what is special in this special status, first of all we have tounderstand from the historical point of view what is special status and on what basis do states get it?

The talk of special status started in 1969 in the meeting of the National Development Committee (NDC). At that time, the DR Gadgil Committee had tried to find a formula for the assistance to be given by the Center to the states. Before this, there was no rule and funds were allocated to the states according to the schemes. After the rule came in, states like Jammu and Kashmir, Assam, Nagaland started getting funds on priority basis and started getting more help in development work. Special status was included in the 5th Finance Commission to deal with the problems data-faced by some areas due to geographical reasons.

After this, till 2014-2015, 11 states got the status of special states and they were provided more funds for development work. When the Planning Commission ended and was replaced by niti aayog in 2014, the Gadgil formula was removed on the recommendations of the 14th Finance Commission but the amount given to the states was increased from 32% to 42%. After this, when the recommendations of the 15th Finance Commission came, this amount of 41% was implemented for the states for 2020-2021 and 2021-2026 and one percent was saved for the newly formed Union Territory of Jammu and Kashmir. The Constitution of india does not talk about giving special status to any state, so at present there is no state with special status.
