Why the MCD House filled with uproars and chaos?
Recently there was chaos in the special session of the Municipal Corporation of delhi (MCD) house on monday when the opposition councilors came near the seat of Mayor Shelly Oberoi in the House. Not only this, the opposition councilors climbed on the mayor's table and tore the papers. This session was called to discuss the issues of vesting the powers of the Standing Committee in the house until the committee is reconstituted and shops in delhi markets are 'de-sealed'.
Meanwhile the reconstitution of the 18-member standing committee, the highest decision-making body of the MCD, which is responsible for taking all financial decisions, has been pending for the last 10 months. As soon as Mayor Shaili Oberoi entered the house, the opposition members started raising slogans like 'dictatorship will not work' and 'stop killing the Constitution'. Opposition members came in front of the Mayor's chair. Some of them even climbed onto the mayor's table, tore the proposal papers and threw the torn pieces in the air.
Moreover opposition leader Raja Iqbal Singh criticized the ruling aam aadmi party (AAP) and said that handing over the powers of the Standing Committee to the house would be invalid and unconstitutional. He said that the house cannot take away the powers of the Standing Committee as there is no such provision in the delhi Municipal Corporation (DMC) Act. The delay in reconstituting the standing committee has affected the financial affairs of the MCD and many proposals are pending. According to the rules, proposals worth more than Rs 5 crore cannot be passed without the approval of the committee. At present, security forces have been deployed after the uproar.
