Why is India not included in the Asia-Pacific Economic Cooperation?

The Asia-Pacific Economic Cooperation (APEC) was formed in 1989. At present it has 21 members. But india is not a member of this organization. india was invited to join the organization in 1991. While most of the countries were in favor, some countries opposed the annexation of India.Later, from 1997 to 2012, a resolution was in effect not to induct any new members. This was another reason why india was not included in the organization.

This year, the Asia-Pacific Economic Cooperation (APEC) meeting will be held in san francisco for three days from november 15 to 17. Canadian prime minister Justin Trudeau, Japanese prime minister Fumio Kishida and Indonesian President Joko Widodo are also participating in this meeting. Deputy prime minister Alexei Overchuk will attend on behalf of Russia.
