The programme aims to give every families in the state up to 200 units of free electricity. chief minister Siddaramaiah and congress national president mallikarjun Kharge took aim at prime minister Narendra Modi after the latter accused the ruling congress of "emptying" state coffers for personal gain through populist announcements and officially launched the programme by symbolically handing over the "zero bill" to about ten people.

The state government has already put three of the five poll assurances into effect with the introduction of the Gruha jyothi scheme. The other two were the Anna Bhagya scheme, which distributed cash to recipients in place of 5 kg of rice, and the shakti plan, which offered free services to women in public transit buses.

The chief minister stated that the Gruha lakshmi scheme, which will primarily be introduced on august 24, will offer a woman who is the head of every family with 2,000 rupees per month in assistance. He stated that the other election pledge, yuva Nidhi, which will give unemployed graduate students and young adults 3,000 and 1,500 rupees per month, respectively, will be implemented by december 31 or january 1 of the following year.

This day is historic. We had committed to offering free power for up to 200 units. According to Siddaramaiah, 2.14 crore consumers are eligible for the Gruha jyothi programme, and 1.42 crore households have already registered. "The scheme has been in effect since 1 July, and it is being officially launched today (5 August)," Siddaramaiah continued. "The bill for July's electricity consumption will come at the beginning of August." The Gruha jyothi programme calculates the benefit based on the average consumption for the financial year 2022–2023 plus an additional 10%, but with a total of fewer than 200 units of the power used.
