Although the scheme was aimed at addressing the problems of farmers, there were many obstacles in its implementation, due to which the scheme could not help the farmers to its full potential.

1. Low budget expenditure- Under the Operation Greens scheme, the government had allocated a budget to the Ministry of Food Processing Industries. However, only 34% of the budget allocated for 2024-25 has been spent. This means that only a very small part of the funds earmarked for the scheme could be spentfor the welfare of farmers. This clearly shows that there was no deep intention and direction in the implementation of the scheme, which affected the farmers and their families.

2. Lack of effective storage and processing units- The main objective of Operation Greens was to provide facilities to farmers to store their products. However, the scheme did not achieve the expected success in this case. Very few storage facilities and processing units have been built, and even those that were built, their functioning was not good. Due to this, farmers were not able to store their produce, forcing them to sell the perishable products at cheap prices.

3. Dependence on exports- Another goal of Operation Greens was to provide export markets to farmers for their products, so that their income could increase, but restrictions and duties have been imposed many times on the export of onions and other agricultural products in India, which increases the problems of farmers. For example, in May 2024, a 20% export duty was imposed on onions, causing great losses to farmers. Due to this duty, their product was sold less abroad, and prices also fell in the domestic market.
