How is it decided how much time is given to which leader?According to the rules of Parliament, 4 categories have been prepared for dividing the time for discussion in the House. In simple language, if a total of 60 minutes is fixed for BAC debate on any topic in the House, then the distribution of how much time should be given to whom to speak is done among the parties according to their strength. The bharatiya janata party has a total of 240 seats in the Lok Sabha, i.e. 44.20% share. Whereas Congress has 99 seats, i.e. 18.23 percent share. According to this, out of the total 60 minutes of debate, 46 minutes will be given to the bharatiya janata party and 19 minutes to the Congress. It is also decided for how long which leader will give speechBefore the beginning of the House, the Speaker informs the leaders of which parties about how much time will be given for debate based on the advice of BAC. After this, the president of that party decides which leader should be given a chance to speak for how long in the given time and they present their views in the time allotted to them.Sometimes it also happens that only one member of a party speaks in that entire time, while sometimes 2-3 leaders of a party speak in the same time. This is the reason that sometimes a leader gets a chance to give a speech for 45 minutes and sometimes only for 5 minutes. What happens if the leaders speak more than the allotted time?Although there is no hardcore rule regarding time. But many times the speaker can also increase the time of the speech according to his discretion. In simple language, if the speaker feels that a leader or mp should be given a chance to speak more than the allotted time, then he allows him to speak even after the time is over.
