According to the new rules, a person who wants to get a driver's licence can now do so without having to physically apply. Furthermore, without taking a driving test at any RTO, a permanent licence can now be obtained.

Online applications for new diving licences are now available at sarathi.parivahan.gov.in, where you can select your state and be directed to an online application portal.
If you want to apply for a permanent licence, you will need to fill out Form 4, which can be downloaded from the website. In addition, the individual must have a learners' permit for the vehicle class to which the permanent permit will be applied. You'll also need to pay the fee for the licence you're applying for, which can be found on the official website.
According to the new rules from the transport ministry, you must schedule a test appointment with the competent authority or forego the test.
