AP: Rules Updates in Counting Centers - Those people are prohibited?

Andhra Pradesh State assembly and parliament election Counting has started. Counting will begin on 4th june i.e. tuesday morning. In this context, election Officer mukesh Kumar meena has issued important instructions. They have instructed to take precautions to avoid any tense situations during the counting.
It has been clarified that ec guidelines must be strictly followed in the matter of counting of postal ballots. Clear instructions were given to seal and secure all the EVMs as soon as the election counting was completed. Moreover, it was clarified that the agent should be given an opportunity only when the candidate is not present at the RVO table. The agent entering the counting center should have Form 17C in hand. It has been clarified that only pen or pencil and plain paper should be required. He said that anything more than that should not be allowed. Journalists with letters of authority can enter the media center. He also said that there is no problem even if they use cellphone.
But in the counting center... they warned not to use cell phones. He said that all the vote counting centers should also be under the supervision of firemen. Firefighters should be on alert in case of any fire accident. It has been directed to establish a solid entry and exit plan in the counting centers. They want to send out the agents who created conflicts.
