Governments need money to run. Where does it come from? Governments are not money-making units. That is, Governments cannot create money. people depend on taxes to survive. Employees are paid from these. Out of these, they spend on welfare. Other expenses are also covered by the money collected from taxes and other charges. This is the only theory for the center and the state. However, it is said that Chandrababu did not increase taxes in ap between 2014-19. The taxes on water taps have also been increased similarly. However, it is a great thing that Chandrababu did not go for the important electricity charges.
