Cracks Exposed: Dam Project.!

Vigilance and Enforcement recently compiled a significant report on the Medigadda project, a focal point of discussion in Telangana. The findings of the report have intensified the criticism from the opposition BRS, shedding light on various flaws in the construction and management of the Medigadda barrage. The investigation revealed that the Irrigation Department, in collaboration with the contracting authority, has disregarded contractual provisions in multiple aspects. 

Key points outlined in the report include deviations in the construction of the seventh block of the Medigadda barrage, non-compliance with the plan, and the absence of secant files, leading to substantial losses. Additionally, cracks in piers 16 to 21, attributed to a lack of supporting material, were noted, raising concerns about potential raft failures, particularly in structures constructed by L&T. 


The report highlighted a lack of maintenance since the barrage's inauguration in june 2019, with issues such as displaced CC blocks and ignored plinth slab parametric joint parameters. The Irrigation Department's alleged negligence is further underscored by disregarded repair requests and engineers certifying completion contrary to contract terms. 


Failure to remove coffer dam sheet piles for five seasons, disrupting river flow, and the absence of required inspections per the Dam Safety Act further contribute to the project's criticized state. The report also points to the release of bank guarantees despite pending works, with major blocks allegedly subcontracted, prompting ongoing investigations into these aspects.
