Why the delay in publication of All India Higher Education thesis? - Central Govt Explains
AISHE survey is conducted with the cooperation and support of State Governments, Universities etc. The reporting of the 2019-20 survey and the commencement of the survey for the 2020-21 survey were affected by the unprecedented global Covid pandemic. Admissions to higher education institutions for the academic year 2020-21 have therefore been significantly delayed. It was even extended till December, 2020. In some places it happened even after that. Detailed data on course-wise admissions will be provided by higher education institutions only after the admission process is complete. Also, 2nd wave of covid outbreak in 2021,
This affected employees of various departments, state governments and universities, and delayed the start of the survey. In AIS HE 2020-21 the mechanism is data collection. It was upgraded by the National Informatics Center (NIC) from the old system of data filling in Adobe Acrobat format to the user-friendly technologically enhanced Web Data Capture Format (TCF). Until 2019-20, Adobe Windows 2008 software was used for data collection at AISSE, which was stored on a live server instead of a cloud server. Therefore, the NIC must comply with the IT infra-policy. Thus, to enhance the AISHE portal with new IT features, the web was introduced in AISHE in 2021 to collect information.
Used for the first time for the 2020-21 survey at AISHI. As a result, the operational testing was followed by a detailed security audit of the system and trainings were provided to state higher education institutions before implementing the new system. As this is the first DCF survey, the previous data structure and reporting will have to be modified. This should be tested with unit-level data of the study. With this in mind, after the completion of the survey, an intensive study was carried out. AISHE Report 2020-21, has already been published in january 2023. The country's student enrollment has increased from 3.85 crore in 2019-20 to 4.14 crore in 2020-21, the minister said.
